Jon from @pretendo has issued this statement on the Discord too.
"Some of you may have noticed already, but today is our first attempt at trying 2 hour rotations in Splatoon rather than 4!
These kinds of changes are experimental and subject to change/roll back, so if you have any issues please let us know (especially if you experience any 104-XXXX errors).
Preliminary tests were promising, but have not been widely tested on real hardware or served over the network until now (tests were done via modifying the local files using Cemu).
As always if you experience any issues first try to delete the Splatoon “Shared Data” from your system to prompt the game to redownload the rotation files before making any bug reports.

Also, if you have 104-xxxx issues, please report them in the thread below, since issues are still occurring with Splatoon since migrating to 2 hour rotations.
From what I've seen, this seems to affect console users with a PAL copy of Splatoon, but this has not been confirmed officially.
A statement addressing the issues from @quarky from @pretendo:
"We're aware of an issue preventing EUR versions of Splatoon from going online ( 104-0440 / 104-2210 ). We are investigating and will post another announcement once this is resolved. USA and JPN versions of the game do not appear to be affected."
One final statement from Jon from @pretendo. The issue should now be fixed.
"We believe we have identified the source of the 104-0440 error. Those affected may try again. If the issue persists, please let us know.
For 104-2210, the solution is almost always to delete your shared data for the game via Data Management in the System Settings. Deleting this data will prompt Splatoon to redownload the SpotPass data used for rotations.
We are also aware of some reports of the incorrect stage being used in some cases. We are investigating this as well. It may be related to us lowering the rotation time to 2 hours rather than 4, but this is only a theory at the moment. Please let us know if you experience this issue as well."
